I've had the same problem in the past so I began putting a clear, plastic cup with a small hole cut in the bottom over the seeds after they're planted in the ground.

I don't know what type of animal was eating my seeds, but it did stop.

The cup also acted as a mini greenhouse. I had to quickly remove the cup once I could see the plant.
